The Data Modelling Tool is part of the Interoperability Platform (metadata portal), which was developed to support the interoperability and transparency between the public sector organisations. The tool provides means for both public and private sector organisations to publish and maintain the descriptions of the data they own. The tool is intended specifically for describing the data to be transferred in information exchanges between various actors as well as in variety of data streams.

The ultimate purpose for the Data Vocabularies Tool is to secure the conformity and the reusability of the data and preserve the meaning of the data when the data is transferred between various actors. It is necessary for the users and information systems to be able to understand each other correctly when the data is moved from one system to another.

The tool is used for describing, publishing, and maintaining the technology-independent data models - logical data models - which describe, for example, the data content or structure of an interface or data model of an information system. There are two types of data models:

  • core vocabularies (formerly known as data component libraries) describe the data content of a subject area in a general level.
  • application profiles use the descriptions of the core vocabularies, and they are used to describe data structures for a specific context (for example, the structure of a specific interface).

The data models can use the concepts defined in terminologies, i.e. in the Terminology Tool. The Data Vocabularies Tool also uses the code sets described in the Reference Data Tool.
